(a)The board may, upon proper application for a certificate of registration, issue a certificate of registration as an architect, engineer, registered interior designer or landscape architect to any person who holds a like unexpired certificate of qualification or registration issued to the person by any state, territory or possession of the United States or of any country; provided, that the applicant's qualifications meet the requirements of this chapter and the rules established by the board.
