§ 45-64-2. Adoption of implementing provisions.
Each city and town and fire district may, by ordinance, define the person or persons,
            firm, corporation, partnership, individual, assignee, trustee, or other person upon
            whom a charge is assessed, and may adopt any other ordinances, rules, or regulations
            that may be necessary to carry out the provisions of this chapter, and may impose
            a penalty or penalties for any violation of the ordinance, rule or regulation.
