§ 45-58-13. Alteration, amendment, repeal or severability.
The right to alter, amend or repeal this chapter is reserved to the state, but no
            such alteration, amendment or repeal shall operate to impair the obligation of any
            contract made by the utility district under any power conferred by this chapter. If
            any section, clause, provision or term of this chapter shall be declared unconstitutional,
            void, ultra vires or otherwise ineffective in whole or in part, such determination
            of invalidity shall not otherwise affect the validity or enforceability of any other
            provision of this chapter.
