§ 45-33-16. Financial assistance by other public agencies.
In addition to the powers conferred upon an agency by other provisions of chapters
            31 — 33 of this title, an agency is empowered to borrow money or accept financial
            or other assistance, from the federal or state government or any state public body,
            for or in aid of any redevelopment project, and to those ends the agency is empowered
            to comply with any conditions attached, not inconsistent with the purposes of these
            chapters.
