§ 45-33-11. Recitals as to purpose of bonds.

In any suit, action, or proceedings involving the validity or enforceability of any bonds of an agency or their security, any bond reciting in substance that it has been issued by the agency to aid in financing a redevelopment project or for code enforcement projects, shall be conclusively deemed to have been issued for a redevelopment project of character, and the project conclusively deemed to have been planned, located, and constructed in accordance with the purposes and provisions of chapters 31 — 33 of this title, or, if issued for a code enforcement project or projects, conclusively deem
