§ 45-32-17. Finding as to federal aid.
If the plan provides for financial aid from the federal government, that provision
            of the plan shall not be approved by the legislative body unless it finds that the
            financial aid from the federal government provided for in the plan is necessary to
            enable the land in the project area to be redeveloped in accordance with the redevelopment
            plan.
