§ 45-32-14. Provision for expenditure of money.
If the plan provides for the expenditure of any money by the community, the legislative
            body shall provide for the expenditure at the time or in connection with the approval
            of the plan; provided, that nothing contained in this chapter enlarges the power of
            a town council to make an appropriation which has not been approved by a financial
            town meeting.
