§ 45-31-20. Administrative appropriations.
When the agency created for any community becomes authorized to transact business
            and exercise its powers, the legislative body of the community may at that time, and
            from time to time thereafter, make an estimate of the amount of money required for
            the administrative purposes of the agency and may appropriate amounts to the agency
            as it deems necessary.
