§ 45-31-2. Finding as to existence of substandard areas.
It is found and declared that there exist in many communities in this state blighted
            and substandard areas, as defined in § 45-31-8, which constitute community liabilities requiring redevelopment in the interest of
            the health, safety, morals, and general welfare of the communities in which they exist
            and of the people of this state generally.
