§ 45-31-11. Resolution conclusive as to capacity of agency.
In any suit, action, or proceeding involving the validity or enforcement of, or relating
            to any contract by or on behalf of an agency, the agency is conclusively deemed to
            be become established and authorized to transact business and exercise its powers
            upon proof of the adoption of a resolution by the legislative body declaring the need
            for the redevelopment agency to function.
