§ 45-31-10. Resolution of need required for agency to function.
The agency of any community shall not transact any business or exercise any powers
            under chapters 31 — 33 of this title unless and until the legislative body of the
            community shall, by resolution declare at any time, that there is a need for a redevelopment
            agency to function in that community.
