§ 45-30-11. Severability.
Notwithstanding any other evidence of legislative intent, it is declared to be the
            controlling legislative intent that if any provision of this chapter, or the application
            thereof to any persons or circumstances, is held invalid, the remainder of the chapter
            and the application of that provision to persons or circumstances other than those
            as to which it is held invalid, shall not be affected.
