§ 45-3-7. Consent of council to special meeting.
No special town meeting shall be called without the consent of the town council, if
            the subject or any of the subjects proposed to be considered at the special town meeting
            have been acted on by the town at any time within six (6) months prior to the time
            of the proposed call.
