§ 45-20-2. Papers returned by department — Contents of writ — Decision.
(a) The department, board, or bureau are not required to return the original papers acted
            upon by it, but it is sufficient to return verified or sworn copies of the papers
            or of the portions called for by the writ.
         
(b) The writs shall concisely state any other facts that may be pertinent and material
            to show the grounds of the decision and shall be verified.
         
(c) The court must either refuse or affirm wholly the decision brought up for review.
