§ 27-9-5.1. Uniform safe driver point system.
The director of the department of business regulation is authorized and empowered
            to promulgate rules and regulations regarding a uniform safe driver point system on
            either a flat dollar rate or on a percentage rate for motor vehicle accidents and/or
            motor vehicle convictions without regard to age, sex, or the location of the garaging
            of the motor vehicle. Those rules shall be promulgated in accordance with the Administrative
            Procedures Act, chapter 35 of title 42.
