§ 27-19-4. Certificate of public convenience and advantage.
No articles of association of a nonprofit hospital service corporation shall be filed
            in the office of the secretary of state unless and until the insurance commissioner
            has certified in writing upon those articles that he or she has determined that public
            convenience and advantage will be promoted by the establishment of the corporation.
