§ 27-17-16. Penalty for doing business without compliance.
Any attorney who exchanges any contracts of insurance of the kind and character specified
            in this chapter, or any attorney or representative of the attorney who solicits or
            negotiates any applications for the attorney without the attorney first complying
            with the provisions of this chapter, shall be deemed guilty of a misdemeanor, and
            upon conviction shall be subjected to a fine of not less than one hundred dollars
            ($100) nor more than one thousand dollars ($1,000).
