Any individual may file a complaint with the state cosmetology and barber board alleging that an individual, salon, barber shop, school, or tanning facility has violated this chapter or Chapter 4709. of the Revised Code or rules adopted under either chapter. Upon receiving a complaint, the board shall initiate a preliminary investigation to determine whether it is probable that a violation was committed. If the board determines after preliminary investigation that it is not probable that a violation was committed, the board shall notify the individual who filed the complaint of the board's findings and that the board will not pursue formal action in the matter.
