The state cosmetology and barber board shall issue a license to engage in the practice of a branch of cosmetology as an independent contractor to an applicant who pays the applicable fee; holds a current, valid license for the branch of cosmetology that the applicant practices; and satisfies the conditions for the license established by rules adopted under section4713.08of the Revised Code.
