(A)Except as provided in division (B) of this section, the state cosmetology and barber board shall issue an instructor license to an applicant who satisfies all of the following applicable conditions:
(1)Is at least eighteen years of age;
(2)Has the equivalent of an Ohio public school twelfth grade education;
(3)Pays to the board the applicable application fee;
(4)Notwithstanding section4798.05of the Revised Code, submits to having a photograph taken by the board;
(5)In the case of an applicant for an initial cosmetology instructor license, holds a current, valid advanced license to practice cosmetology issued in this state and does either of the following:
(a)Submits proof, as determined by the board, that the applicant has engaged in the practice of cosmetology in a license
