An installer or manufacturer of a sewage  treatment system or component of a system the use of which has  been authorized in rules adopted under section3718.02of the  Revised Code may request from the director of health a written  statement acknowledging that the system or component of a system  is approved for use in this state and that the approval is  equivalent in all respects to the approval of a system or  component of a system under section3718.04of the Revised Code.  The director may approve or deny such a request as the director  determines appropriate.
