The superintendent of Ohio deaf and blind education services, with the approval of the director of education and workforce, shall, subject to the rules and regulations of the civil service, employ suitable teachers, nurses, and other staff necessary to operate Ohio deaf and blind education services and provide proper instruction and care to the pupils under the jurisdiction of the superintendent of Ohio deaf and blind education services.
