(A)Not later than one year after the adoption of rules under division (D) of section3301.0712of the Revised Code and at least every sixth year thereafter, the department of education and workforce shall establish all of the following:
(1)A set of performance indicators that considered as a unit will be used as one of the performance categories for the report cards required by section3302.03of the Revised Code. In establishing these indicators, the department shall consider inclusion of student performance on assessments prescribed under section3301.0710or3301.0712of the Revised Code, rates of student improvement on such assessments, the breadth of coursework available within the district, and other indicators of student success. Beginning with the report card issued under section3302.0
