§ 20-2004 Proof of ordinance adopted prior to September first,\nnineteen hundred seventy-four. The certificate of the village clerk\nsetting forth the records of the village showing the adoption of one or\nmore ordinances and the publishing of the notice of adoption shall be\npresumptive evidence of such adoption and publication in any action or\nspecial proceeding in any court or otherwise.\n
