* § 399-q. Application. An applicant for participation in the pilot\nprogram established pursuant to this article shall be an approved\nsponsor of an internet accident prevention course, pursuant to article\ntwelve-C of this title, prior to the effective date of this article and\nwhich delivers such courses to the public. Provided, the commissioner\nshall, in his or her discretion, approve additional applications after\nsuch date. In order to be approved for participation in such pilot\nprogram, the course must comply with provisions of law, rules and\nregulations applicable thereto. The commissioner may, in his or her\ndiscretion, impose a fee for the submission of each application to\nparticipate in the pilot program established pursuant to this article.\nSuch fee shall not exceed seve
