§ 302. Powers and duties of the commissioner.

(a)It shall be the duty\nof the commissioner to administer the provisions of this article.\n (b) The commissioner may authorize the acceptance of a certificate of\ninspection issued in another state having inspection requirements\nsubstantially similar to those of this state. He may also extend, on any\nreasonable ground, the time within which a certificate shall be obtained\nby the owner of a motor vehicle.\n (c) The commissioner may, consistent with federal law and regulations,\npermit any person, association, corporation or subsidiary corporation of\na parent corporation having registered in his or its name in this state\nmore than twenty-five motor vehicles, and qualified dealers of motor\nvehicles held by them for sale or demonstratio
