§ 245. Completion of unfinished business. Any business or other matter\nundertaken or commenced by the public service commission or the\ndepartment of public service pertaining to or connected with the\nfunctions, powers, obligations and duties transferred pursuant to this\narticle, and pending on the effective date thereof, may be conducted and\ncompleted by the commissioner in the same manner and under the same\nterms and conditions and with the same effect as if conducted and\ncompleted by the public service commission or the department of public\nservice.\n
