§ 176. Holding certificates and permits. No person may at the same\ntime hold a certificate as a common carrier and a permit as a contract\ncarrier authorizing operation for the transportation of property by\nmotor vehicle within the same territory, unless for good cause shown,\nthe commissioner shall find that holding such certificate and permit is\nconsistent with the transportation policy declared in section one\nhundred thirty-seven of this chapter.\n
