§ 17-a. Reports of regional transportation authorities; certain cases.\n1. Each regional transportation authority shall submit to the governor,\nthe commissioner, the chairman and ranking minority member of the senate\nfinance committee, and the chairman and ranking minority member of the\nassembly ways and means committee annually, not later than the first day\nof October in a manner to be prescribed by the state director of the\nbudget, information on operations and capital construction, setting\nforth the estimated receipts and expenditures for its next fiscal year\nand its current fiscal year.\n 2. In addition to any report required pursuant to subdivision one\nhereof, each regional transportation authority shall report to the\ncommissioner concerning capital improvement projects in
