§ 172. Certificate and permit requirement.
1.No person or persons\nshall engage in intrastate transportation as a common carrier of\nproperty by motor vehicle on any highway in this state or hold\nthemselves out by advertising or any other means to provide such\ntransportation unless there is in force with respect to such person or\npersons a certificate issued by the commissioner.\n 2. No person or persons shall engage in intrastate transportation as a\ncontract carrier of property by motor vehicle on any highway in this\nstate or hold themselves out by advertising or any other means to\nprovide such transportation unless there is in force with respect to\nsuch person or persons a permit issued by the commissioner.\n 3.
