§ 14-b. Highway safety powers and duties. The department of\ntransportation shall have power to:\n 1. Advise and assist local authorities as defined in section one\nhundred twenty-two of the vehicle and traffic law with their traffic\nproblems.\n 2. Maintain a continuous survey of traffic conditions on the public\nhighways of the state and recommend to the appropriate legislative body,\ndepartment or commission, such changes in rules, orders, regulations and\nexisting law, including measures for the relief of traffic congestion,\nsuch as the construction or reconstruction of highways and elimination\nof grade crossings, as the commissioner of transportation may deem\nadvisable.\n 3. Cooperate with the agencies of this and other states and of the\nfederal government which are connected
