§ 13. Organization of department; officers and employees.

1.The\ncommissioner may, from time to time, create, abolish, transfer and\nconsolidate divisions, bureaus and other units within the department not\nexpressly established by law as he may determine necessary for the\nefficient operation of the department, subject to the approval of the\ndirector of the budget.\n 2. The commissioner may appoint such deputies, directors, assistants\nand other officers and employees as may be needed for the performance of\nhis duties and may prescribe their powers and duties and fix their\ncompensation within the amounts appropriated therefor. Each deputy,\ndirector, assistant and other officers and employees shall be a person\nqualified by training and experience for the performance of the duties
