§ 123. Power of commissioner to order changes in time schedules;\nrunning of additional cars and trains. If, in the judgment of the\ncommissioner, any railroad company or street railroad company does not\nrun trains enough or cars enough or possess or operate motive power\nenough, reasonably to accommodate the traffic, passenger and freight,\ntransported by or offered for transportation to it, or does not run its\ntrains or cars with sufficient frequency or at a reasonable or proper\ntime having regard to safety, or does not run any train or trains, car\nor cars, upon a reasonable time schedule for the run, the commissioner\nshall, after a hearing either on his own motion or after complaint, have\npower to make an order directing any such railroad company or street\nrailroad company to i
