§ 131-b. Fees for services. If and only to the extent the\nimposition of a fee is required by federal law and regulation to insure\ncontinued full federal financial participation in the state's plan for\nservices under applicable federal law and regulations, the department\nshall, by regulation, require a local social services district to impose\na fee for any service made available by that district to an individual\nwho is not a recipient of public assistance and care. This section\nshall not apply to fees for day care services as authorized by title\nfive of article six of this chapter.\n
