§ 419. Release, discharge or surrender of charge or incumbrance. A\nrelease, discharge or surrender of a charge or incumbrance, or any part\nthereof, or of any part of the property charged or incumbered, may be\neffected by the production of a release, discharge or satisfaction, duly\nexecuted and acknowledged, made in any form authorized by law, except as\nherein provided. Any tax, water rent or assessment, subject to which the\ntitle has been registered and which has been noted on the certificate of\ntitle as provided in section three hundred ninety of this chapter, may\nbe released and discharged in the same way upon a receipt therefor being\nissued and duly certified by the receiver of taxes or collector of\nassessments and arrears or other duly authorized officer, as the case\nmay r
