§ 416. Proceedings to register mortgage, lease or other lien or\ncharge. On the filing of the instrument creating such mortgage, lease\nor other lien or charge in the registrar's office and the production of\nthe duplicate certificate of title, he shall enter upon the certificate\nof title and upon the duplicate certificate a memorial thereof and the\ndate of filing the instrument with a reference to its file number, which\nmemorial shall be signed by the registrar who shall deliver to the\nperson filing such instrument a certified copy of such instrument, if it\nis a mortgage, certified to be the "registration copy of mortgage."
