§ 1103. Entry into force, eligible parties, and withdrawal. This\ncompact shall come into force when enacted by any four states.\nThereafter, this compact shall become effective, as to any other party\nstate that enacts this compact, upon the affirmative vote of a majority\nof the officials on the compact committee.\n
