§ 1101. Purposes. The purposes of this compact are:\n a. to derive uniform requirements among the party states for the\nlicensure of participants in live horse racing with pari-mutuel\nwagering, and to ensure that all licensees pursuant to this compact meet\na uniform minimum standard of honesty and integrity;\n b. to facilitate the growth of the horse racing industry by\nsimplifying the process for qualified applicants for a license to\nparticipate in live racing, and to reduce the cost incurred by each\nstate and applicant from the separate licensing process conducted by\neach state that conducts live horse racing;\n c. to authorize the commission to participate in this compact;\n d. to permit officials from the party states to participate in this\ncompact and, through the compact
