§ 173. Applicability to public authorities. The power authority of the\nstate of New York, the Green Island power authority and the Long Island\npower authority shall be subject to all provisions of this article for\nmajor electric generating facilities which any such authority builds or\ncauses to be built. For generating facilities which are not major\nelectric generating facilities, none of the above named authorities\nshall be permitted to serve as lead agency for purposes of environmental\nreview pursuant to the provisions of the environmental conservation law.\n
