§ 171. Jurisdiction of courts. Except as expressly set forth in\nsection one hundred seventy of this article and except for review by the\ncourt of appeals of a decision of the appellate division of the supreme\ncourt as provided for therein, no court of this state shall have\njurisdiction to hear or determine any matter, case or controversy\nconcerning any matter which was or could have been determined in a\nproceeding under this article or to stop or delay the construction or\noperation of a major electric generating facility except to enforce\ncompliance with this article or the terms and conditions issued\nthereunder.\n
