§ 834-b. Powers of municipal corporations. Any county, city, town or\nvillage within the territorial limits of the district, by ordinance or\nresolution of its governing body, shall have the following powers\nhereinafter enumerated which shall not be deemed to have any effect\nupon, or to modify, any other powers of any such county, city, town or\nvillage, and which shall not be deemed to have any effect upon, or\nmodify, any of the other provisions of this title. Each such ordinance\nor resolution shall constitute a covenant with the authority which shall\nenure to the benefit of the holders of any bonds issued under this\ntitle, and which shall be a part of the contract with the holders of\nsuch bonds. Provide for the establishing, locating, constructing, equipping,\nmaintaining and operating of market facilities by the authority in such\ncounty, city, town or village, and for such purposes, or any of them,\nsuch county, city, town or village may:\n (a) Sell any of its property, real or personal, or any interests\ntherein, or grant licenses affecting the same to the authority for a\nnominal consideration or otherwise and upon such other terms, covenants\nand conditions, if any, as may be agreed upon between the authority and\nsuch county, city, town or village.\n (b) Lease any of its property, real or personal, or any interests\ntherein to the authority for a nominal consideration or otherwise and\nupon such other terms, covenants and conditions, if any, as may be\nagreed upon between the authority and such county, city, town or\nvillage, for a period of not to exceed fifty years and an option to\nrenew for a period of not to exceed fifty years as may be agreed upon\nbetween the authority and such county, city, town or village.\n (c) Provide municipal services, facilities or utilities to the\nauthority for the benefit of the market facilities owned or operated by\nthe authority in such county, city, town or village.\n 2. For the purposes of protection of public health, the facilitation\nof inspection of fruits, vegetables, live poultry and poultry products,\nthe enforcement of sanitary regulations and the general welfare of the\ncommunity, prescribe in such county, city, town or village an area,\nincluding and adjoining the market facilities owned or operated by the\nauthority, wherein the buying and the selling of fruits, vegetables,\nlive poultry and poultry products at wholesale may be confined to the\nmarket facilities owned or operated by the authority within such area\nand the dealing in such commodities within such area outside the market\nfacilities owned or operated by the authority may be otherwise\nregulated, restricted or controlled. Such area shall be of such size as\nthe county, city, town or village shall determine to be necessary for\nthe accomplishment of such purposes.\n
