§ 834-b. Powers of municipal corporations. Any county, city, town or\nvillage within the territorial limits of the district, by ordinance or\nresolution of its governing body, shall have the following powers\nhereinafter enumerated which shall not be deemed to have any effect\nupon, or to modify, any other powers of any such county, city, town or\nvillage, and which shall not be deemed to have any effect upon, or\nmodify, any of the other provisions of this title. Each such ordinance\nor resolution shall constitute a covenant with the authority which shall\nenure to the benefit of the holders of any bonds issued under this\ntitle, and which shall be a part of the contract with the holders of\nsuch bonds.
