§ 834. Covenants with authority. Any county, city, town or village\nwithin the territorial limits of the district may by ordinance or\nresolution of its governing body make covenants with the authority which\nshall enure to the benefit of the holders of any bonds issued under this\ntitle and which shall be a part of the contract with the holders in such\nbonds, as to\n 1. the authorizing of the construction of any market facilities which\nwill be competitive with any market facilities owned or operated by the\nauthority or within a reasonable sphere of operation and extension of\nmarket facilities by the authority;\n 2. discontinuing of market facilities then owned or operated by the\ncounty, city, town or village or department or agency thereof;\n 3. limitations on the licensing of p
