  § 716. Title not affected if in part unconstitutional. If any section,\nclause or provision of this title shall be unconstitutional or\nineffective in whole or in part, to the extent that it is not\nunconstitutional or ineffective it shall be valid and effective and no\nother section, clause or provision shall on account thereof be deemed\ninvalid or ineffective.\n
