  § 712. Rules and regulations relating to the bridge. The use of the\nbridge herein authorized shall be subject to the rules and regulations\nof the authority; provided, however, that the authority is not empowered\nto do anything which will impair the security of the bondholders or\nviolate limitations contained in any agreement with bondholders.\n
