§ 19.03 Powers, functions and duties; commissioner. In addition to\nthe powers, functions and duties provided for in section 3.09, the\ncommissioner shall:\n 1. Act as the liaison officer on historic preservation matters\npursuant to the provisions of any applicable federal law or regulation.\n 2. Develop and maintain a statewide comprehensive survey and plan for\nhistoric preservation.\n 3. Be authorized to establish and maintain a state register of\nhistoric sites and objects.\n 4. Cooperate with the department of education and the New York state\nfreedom trail commission in the performance of their duties in\nconnection with the freedom trail and underground railroad.\n
