§ 191. Joint rules and regulations. The commissioner and the state\ncomptroller are authorized to adopt, amend, repeal, and enforce such\nrules and regulations pursuant to the state administrative procedure\nact, as they may deem necessary to accomplish the purposes of this\narticle.\n
