§ 326. Rules and regulations.
1.The commission shall have the power\nto adopt and promulgate rules and regulations carrying into effect such\nprovisions of the sections of this chapter wherein reference is made to\nthe rules and regulations of or to be adopted by the commission, and\nalso in other cases where the approval of the department or the\nexistence of conditions satisfactory to it is a requisite under this\nchapter for compliance with any provision of this chapter or the\nexercise of discretionary powers by the department with respect to\nalternative requirements, is authorized.\n 2. Such rules and regulations shall be designed within the limitations\nof the specifically applicable provisions of this chapter:\n a. To effectuate the general purposes of this chapter.\n b. To p

§ 326. Rules and regulations. 1. To provide reasonably uniform standards, ratings and requirements,\nconsonant with accepted standards of engineering, fire prevention and\nsafety practices.\n c. To formulate such standards and requirements, so far as may be\npracticable, in terms of performance objectives, so as to make adequate\nperformance for the use intended the test of acceptability.\n d. To permit to the fullest extent possible, use of modern technical\nmethods, devices and improvements which tend to reduce costs of\nconstruction, installation and maintenance without substantially\naffecting reasonable requirements for the health, safety and security of\nthe occupants or users of dwellings.\n 3. Every rule or regulation or modification, amendment or repeal of a\nrule or regulation shall, immediately after adoption, be certified by\nthe commission and transmitted to the secretary of state for filing in\nthe office of the department of state. Upon such filing, the rule or\nregulation or modification, amendment or repeal of a rule or regulation,\nshall have the force and effect of law. The commission shall cause\ncopies thereof to be sent to the appropriate department or departments\nof all municipalities having jurisdiction over multiple dwellings\ntherein which are affected thereby.\n 4. The commission shall invite the cooperation and advice of fire\ndepartments and organizations in connection with the promulgation of\nrules and regulations relating to fire protection and fire prevention.\n
