§ 291. Cleanliness and safety of rooms. Every room in a factory and\nevery part thereof and all fixtures therein shall at all times be kept\nin a safe and sanitary condition and in proper repair. No person shall\nexpectorate upon the walls, floors or stairs of a factory or of the\nbuilding in which it is located. Suitable receptacles shall be provided\nand used for the storage of waste and refuse. The walls and ceiling of\nthe rooms and hallways in every factory shall be kept in a clean\ncondition.\n
