§ 685. Filing of grievance procedure. Each government shall file with\nthe clerk thereof and with the state civil service commission, on or\nbefore November first, nineteen hundred sixty-three, a copy of the\ngrievance procedure established by such government; all subsequent\namendments or revisions thereof shall also be filed with the clerk and\nthe state civil service commission within fifteen days after adoption.\nAll procedures so filed shall be open to public inspection. Neither the\nfailure of the government to file a copy of the grievance procedure or\nany subsequent amendments nor the failure to do so timely shall affect\nthe validity of such grievance procedure or any amendments thereto.\n
