§ 523-b. Office of the ombudsman. There is hereby established the\noffice of the ombudsman in the office of children and family services.\nThe commissioner shall appoint the director of the office of the\nombudsman. The director shall be an attorney licensed to practice law\nin New York. The director shall report to the commissioner. Persons\nemployed by the office of the ombudsman to act as "ombudsmen" shall be\nattorneys or shall have expertise in the areas of juvenile justice and\nyouth rights, as evidenced by experience in the field, or by academic\nbackground, the level and sufficiency of which shall be determined by\nthe director.\n
